Una banca di Gotham City che ricicla denaro mafioso è assaltata da rapinatori al soldo del Joker, criminale sfregiato che si trucca come un clown e di cui si ignora l'identità. Questi si uccidono l'un l'altro ignari del piano che il loro capo aveva progettato fin dall'inizio: fuggire da solo con il bottino senza lasciare testimoni. Da quando Batman ha fatto la sua comparsa, Gotham sembra essere un posto migliore, con la malavita terrorizzata, ma anche con vigilantes improvvisati che imitano l'Uomo Pipistrello, il quale tuttavia disapprova tale operato e fa capire di non poter dividere la sua missione con nessuno. Sia il tenente James Gordon che il nuovo procuratore distrettuale Harvey Dent, fidanzato con l'assistente Rachel Dawes, amica di infanzia di Bruce Wayne, cercano senza successo di incastrare il boss Sal Maroni. Wayne, come uomo pubblico appoggia Dent, come Batman collabora con lui e Gordon per portare di fronte alla giustizia il crimine organizzato.
